About SPEAR

For more than three decades, Dr. Sondra LoRe has worked in education as an educator, evaluator , consultant, and academic leader. Her experience spans K–12 and higher education, with expertise in program evaluation, curriculum design, assessment, faculty development, and educational leadership. She holds a PhD in Program Evaluation, Statistics, and Measurement, as well as an EdS in Educational Leadership, a master’s degree in Curriculum and Instruction, and a bachelor’s degree in Economics. She also holds a certification in qualitative research.

Dr. LoRe co-founded the National Institute for STEM Evaluation and Research at the
University of Tennessee, where she served as Evaluation Manager and later as Director. She subsequently directed teaching and learning centers at both a community college and an R1 research university. In 2017, she founded STEM Program Evaluation, Assessment, and Research (SPEAR), where she serves as Principal Evaluation Consultant and leads external evaluations of STEM education and research initiatives. Her evaluation portfolio includes projects funded by the National Science Foundation, National Institutes of Health, NASA, U.S. Department of Agriculture, U.S. Department of Education, and Alfred P. Sloan Foundation, with work spanning K–12 education, community colleges, universities, workforce development, and undergraduate and graduate STEM education.
