Our Mission
SPEAR’s mission is to strengthen STEM education and research programs through rigorous, independent evaluation that supports learning, accountability, and continuous improvement. As a women-led consortium, SPEAR leverages deep expertise, collaborative partnerships, and a streamlined structure to deliver evaluation that is both methodologically strong and highly responsive to project needs.
Organizational Overview
SPEAR is a consortium of independent consultants led by Dr. Sondra LoRe, specializing in the external evaluation of STEM education and research programs. Our portfolio includes projects funded through National Science Foundation programs such as ATE, S-STEM, REU, IUSE, RCN, NRT, IntBIO, AISL, INCLUDES, Noyce, and others. SPEAR also evaluates projects supported by public and private foundations, the National Institutes of Health, the U.S. Department of Education, NASA, the Sloan Foundation, and the U.S. Department of Agriculture.
